DevTools continues to have a tab for an extension even after the extension has been disabled

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3354.0 Safari/537.36

Steps to reproduce the problem:
1. Install HTTPS Everywhere (https://chrome.google.com/webstore/detail/https-everywhere/gcbommkclmclpchllfjekcdonpmejbdp).
2. Open chromium.org.
3. Press Ctrl+Shift+I to open Developer Tools.
4. Open chrome://extensions and disable HTTPS Everywhere.
5. Reload the tab with chromium.org.

What is the expected behavior?
Either one of the following, depending on the preferences of Chrome UI designers:

- The HTTPS Everywhere tab in Developer Tools disappears after disabling HTTPS Everywhere and reloading the page.
- The HTTPS Everywhere tab in Developer Tools turns gray and unclickable (but doesn't disappear) and has a "This extension has been disabled" tooltip.

What went wrong?
After disabling HTTPS Everywhere and reloading the page, the HTTPS Everywhere tab still appears in Developer Tools. Upon clicking on the tab, all you get is an undescriptive gray screen.

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

This applies to any extension that has its own tab in Developer Tools.

93m4qau783@ Thanks for the issue.

Tested this issue on Windows 10, Mac OS 10.12.6 and Ubuntu 14.04 on the latest Canary 66.0.3359.0 and Stable 64.0.3282.186 and able to reproduce the issue by following the steps given above.

Can see the tab 'HTTPS everywhere' in Devtools even after the extension has been disabled.
Attached is the screen cast for reference.

This is a Non-Regression issue as this behavior is observed from M60 Chrome builds. 
Hence marking this as Untriaged for further updates from Dev.
