StaleHostResolverTest.StaleUsability is failing on all platforms except Android and is currently disabled for iOS: https://cs.chromium.org/chromium/src/components/cronet/stale_host_resolver_unittest.cc?rcl=139b88b53b4018a8dea946e85a24c00865c68d51&l=384

The stale host resolver is experimental, so it should be ok to disable it for Fuchsia and friends as well.
