Images are not recognized in new context menu after covering them with text

Issue description

Device name:s7

From "Settings > About Chrome"
Application version:66.0.3354.0 canary
Operating system:7

URLs (if applicable):chip.pl

Steps to reproduce:
(1)open url
(2)open new context menu on one of articles picture previews - menu is opened (OK), after leaving it picture is covered by some text

Expected result:
after clicking again on picture and opening context menu PICTURE tab should be displayed

Actual result:
Covering picture with text makes that PICTURE tab is not opened

marcin@ -- Thanks for reporting this issue. Could you please share the screen cast of the issue for the better understanding as we were not able to reproduce the issue by following the below steps on Samsung S7 Android 6.0.1 and Samsung J7 Android 7.0.0 on reported Canary #66.0.3354.0

1. Launched Chrome browser with the flag #enable-custom-context-menu
2. Navigate to any URL. Eg.: chip.pl
3. Navigate to any link.
4. Long tap on any of the image.
5. Switch to "IMAGE" tab.
6. Close the context menu.
7. Observed that text is not covered by the image and able to user open the context menu for the picture again.

Able to reproduce the issue on latest Canary #66.0.3355.0 on Pixel Android 8.1.0 by following the below steps:

1. Launch Chrome.
2. Navigate to the URL: www.chip.pl
3. On the Home page, consider any news with an image.
4. Long tap on the image.
5. Observed the context menu with "LINK" and "IMAGE" tabs.
6. Dismiss context menu.
7. Observe text on the image is expanded.
8. Long tap on the text (which got expanded)
9. Observed that Context menu is displayed without "IMAGE" tab. However, if the user long taps on the upper part of the image where text is not present, context menu with "LINK" and "IMAGE" tabs are observed.

@ktam -- Could you please look into this issue as it doesn't seems to be an issue as its the website's behavior to expand line once image is selected.

Behavior is same as the screen cast provided in C#3.

Tested the issue in Android and could reproduce the issue.

Steps Followed:
1. Enable new context menu
2. Launch Chrome.
3. Navigate to the URL: www.chip.pl
4. On the Home page, consider any news with an image.
5. Long tap on the image.
6. Observed the context menu with "LINK" and "IMAGE" tabs.
7. Dismiss context menu.
8. Long tap on the text.
9. Observed that Context menu is displayed without "IMAGE" tab. However, if the user long taps on the upper part of the image where text is not present, context menu with "LINK" and "IMAGE" tabs are observed.

Chrome versions tested:
66.0.3359.158 / 69.0.3445.2
