Button label is wrong for submitting third party cookies exceptional sites.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Steps to reproduce the problem:
1. Settings >> Advanced >> content Settings >> cookies >> Allow section >> Try to add/edit one new site
2. After add/edit the button label should change to "Submit" but it is still showing as "Edit"

What is the expected behavior?

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #64.0.3282.167 and latest canary #66.0.3353.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

Responding to comment #3: as far as I know, there are no rewards except for security bugs. (I can't change that.)
