Update CL:A and CL:B.

Timeline:
CL:A is run through the PreCQ and passes.
CL:A enters the CQ.
CL:B enters the PreCQ and fails.
CL:A and CL:B are both marked as failing PreCQ.
CQ refuses to submit innocent CL:A because it has been marked not ready.

This behavior is hard to predict or understand, and is make worse by more complicated dependency graphics.
