summarize_build_stats: Add blank line at beginning.

It's a pain to clear the green block at the beginning of the CQ
summary email. Insert an unformatted block in front of it to make that
easier.

BUG= chromium:815377 
TEST=Generated a report, and removed the green block at the beginning.
