clobber: limiting dump of stateful to 64 lines break gzip

If dumping the first 1MB of stateful takes more than 64 lines (BLOCK_DUMP_LINES) [ https://chromium.git.corp.google.com/chromiumos/platform2/+/703489b68aadf92d7170b21d0ab6c8f57c03d1c8
]
prevent gzip -d to work properly when we want to look at the filesystem from a report.

Will it help if you do "zcat" ? That would give you partial output (until it's truncated).

Actually, zcat and gzip -dc produces the same file, zcat without error message.
