Files app doesn't update dynamically |

Issue description1. Open the files app and select downloads 2. Take a screenshot of something (use Ctrl+switch window) Expected: the files app shows the new file What you get: you have to select a different folder then downloads to see the new file.

I was unable to repro this, using both downloads locally and downloads set to a GDrive folder.

Ah ... it's working for me now. Hmmmm. I didn't dream it and am pretty sure I've seen it before, but as I'm on canary I'll assume it was due to some canary weirdness. If I see it again I'll be a pain and reopen.

Ben was able to repro this again on version Chrome/67.0.3363.0 (X11; CrOS x86_64 10464.0.0). The steps were: 1. Open files app in the background; go to Downloads 2. Download a file from Google Drive web 3. Switch back to the files app 4. File isn't there 5. Select the 'Google Drive' folder, then select the 'Downloads' folder again 6. File appears This seems to be a problem with the file watcher API not firing an event when files are added to the Downloads directory when being downloaded the web.

I can't repro in 72.0.3611.0. Please reopen and attach files app logs if it occurs again.
