Bookmark apps showing the URL in the omnibox should not have the omnibox drop down

1. Add http://example.com to the shelf
2. Open it from the shelf
3. Click in the omnibox.

Expected: nothing really
What you see: A drop down appears letting you autocomplete based on example.com (it doesn't work though, which is good).

fyi: I've been trying to bisect this but can't find a good revision. The bug is already in 59 (rev 464641), which is 8 months old!
