Block container with float children only has zero height

Issue description

Chrome Version: 64.0.3282.167 (Official Build) (64-bit)
OS: Linux (which doesn't matter I guess)

What steps will reproduce the problem?
(1) Go to https://jsfiddle.net/t7vweax5/

What is the expected result?

The container <div> should have normal border containing its children floats

What happens instead?

The container <div> has collapsed border at its top instead. And its height is zero (after exclusing the border).

Status: WontFix (was: Untriaged)
This is working as intended and matches the behavior in other browsers.
Floating elements are not considered to take up space in a container and as such the "container" element is considered to be empty.

Either add an element at the end of the container with clear or set the height explicitly.
