Box-shadow isn't showing up

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
1. Focus text input in reduced test case file.
2. Done

What is the expected behavior?
Box shadow should appear when focusing input element.

What went wrong?
Box shadow didnt properly appear - only at one corner.

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 63.0.3239.132  Channel: n/a
OS Version: 10.0

Evidently a duplicate of  issue 787565 .
Fixed in 65.0.3307.0, stable on March, 6.
