Several canary builders are offline

lars has been for offline > 2 weeks :-(

I've forced reboots on all of the GCE builders, and they've come back.

The better-arc64 builder is on a Golo machine which is being more problematic.

I've filed  crbug.com/815336  for the Golo builder since it will take a hands on inspection.

We had an issue a while back that caused a bunch of builders to need reboots to reconnect, but I thought it was resolved.
