"external/wpt/fetch/api/redirect/redirect-location.html" is flaky

Issue description

"external/wpt/fetch/api/redirect/redirect-location.html" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. When done, please remove the issue from Sheriff Bug Queue by removing the Sheriff-Chromium label.

Removing from the sheriff queue and passing to the fetch API folks.
Not disabling the test because it has only flaked on a few try jobs and does not seem to be flaking on the waterfall.
It's slow on some bots. I don't know why.

The test is just slow. It takes 6.2s in Chrome and 8.4s in Firefox on my machine.

Part of the problem is a redirect loop, which appears to be unintentional.

I've sent a pull request at https://github.com/w3c/web-platform-tests/pull/9970 to fix the redirect loop.
