[gFeedback Stable] bookmarks name showing as "NO_TITLE" showing up for users |

Issue descriptionChrome Version: 64.0.3282.140 OS: Windows User Comments deleted bookmarks return and show up as "NO_TITLE" and every day they repopulate. Just yesterday my Google Chrome Version 64.0.3282.140 (Official Build) (64-bit) started duplicating Bookmarks and creating Bookmarks with NO_TITLE after them. First I ran two different Malware programs and my Anti-virus and came up clean.I then manually cleaned up my bookmarks and exported the cleaned version to an HTML file. I then proceeded to delete all my bookmarks from all my devices and Google Sync, then uninstalled Chrome from all my devices. I then re-installed Chrome on the affected computer but did not turn on sync for my Bookmarks. I imported the HTML file of my clean Bookmarks and within minutes I started getting the same behaviour. Chrome keeps generating duplicate bookmarks and bookmarks with NO_TITLE (See attached file). I have edited my bookmarks several times and saved the clean bookmarks to an HTML file and deleted all bookmarks from all my devices and my Google account, uninstalled and re-installed Chrome and even left Sync turned off on the affected computer but it still happens. Unable to reproduce this issue on reported version 64.0.3282.140 using Windows 10 with steps mentioned below. Attaching screencast for reference. 1. Synced bookmarks and able to see all bookmarks with names. 2. Now exported bookmarks to .html file and saved. 3. Deleted all present bookmarks. Imported bookmarks from file we exported. 4. Observed all bookmarks with names and didn't observe any bookmark with NO_TITLE. @Reporter: Please check the video and let us know if we miss anything. This would help us in further triaging of the issue. Thanks!

Per the original report, this happens with Sync disabled, which points to a problem in bookmarks rather than in Sync. Assigning to sky@ as components/bookmarks owner.
