Regression:Microphone blocked overlay appears misplaced after toggling to fullscreen mode.

Chrome Version: 66.0.3353.0 (Official Build)Revision 545e59b4d718e55d2fa80a0a6c104de9236a0eda-refs/heads/master@{#538677} (32/64-bit)
OS:Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to https://www.google.com
(2)Click on 'search by voice' icon > Block button , click on blocked microphone icon from omnibox and click on microphone drop down list.
(3)Click on wrench > fullscreen and observe the overlay.


Actual: Microphone blocked overlay appears misplaced after toggling to fullscreen mode.

Expected: Microphone blocked overlay should be displayed properly after toggling to fullscreen mode.

This is a regression issue broken in 'M66' and below is the manual bisect info
Good Build: 65.0.3325.13 (Revision:530370) 
Bad Build:  66.0.3327.0  (Revision:530763)


Note: Issue not seen on Mac OS X(10.12.6,10.13.1,10.13.4) & Linux (14.04 LTS) OS

Correction:

This is a regression issue broken in 'M64' and below is the manual bisect info
Good build: 64.0.3256.0 (Revision:513349)
Bad Build:  64.0.3257.0 (Revision:513642)

You are probably looking for a change made after 513360 (known good), but no later than 513361 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
