What steps will reproduce the problem?
1. Launch chrome, navigate to above URL, give print command on PDF
2. On print-preview click on 'Print using system dialog' and Observe

Actual: Unwanted Print tool-tip is seen.
Expected: Print tool-tip should not be seen.

This is a regression issue, broken in M-66 series, Unable to provide bisect using new bisect-script hence providing using the old bisect script.

Manual Bisect:

Bad Build:66.0.3336.0(Revision:533409)

Note: Issue is not reproducible on Mac(10.12.6, 10.13.1, 10.13.4) and Linux (14.04 LTS) OS.
