Chrome not letting flash breathe

Issue description

Chrome Version       : 65.0.3325.88
URLs (if applicable) :
OS version           : All supported versions of Mac

What steps will reproduce the problem?
(1) "Click-to-play" Flash content on any site and deny it.
(2) Try to allow it from settings
(3) The content will show "Control+ click to enable"

What is the expected result?
Flash content should display

What happens instead?
Flash content fails
This should also work from defaults command.

(2) Change any entry in "com.google.Chrome.plist" or use defaults command to change any plist value
(3) Try to allow it from settings
(4) The content will show "Control+ click to enable"

Thanks for replying.
This issue is not related to any URL.
You can play any swf content online.
http://www.flashppt.com/resources/flash-samples.html

The issue is related to Chrome plist in mac.
If you execute 
defaults  write  com.google.Chrome  PluginsAllowedForUrls -array "'[*.]www.flashppt.com'"

You will notice the Chrome doesn't load the swf even though it has the Flash content settings in place.

Tested the issue on chrome reported version 65.0.3325.88 using Mac 10.12.6 with steps mentioned below:
1) Launched chrome reported versiona nd navigated to URL: http://www.flashppt.com/resources/flash-samples.html(as per comment#5)
2) Able to see some animated video playing

Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue, tyr to test this issue by creating new person with apps and extensions in it and let us know if the issue still persists.
