[DevTools] Unable to keep focus on close(x) button on "Audit to perform" overlay.

Issue description

Chrome Version: 66.0.3353.0 (Official Build) Revision 545e59b4d718e55d2fa80a0a6c104de9236a0eda-refs/heads/master@{#538677} 32/64-bit.
OS: Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1,10.13.4) and Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and go to Audits section.
2. Click on 'Perform an audit' button to open 'Audits to perform' overlay.
3. Press "Shift+Tab" key from keyboard to bring the focus at close (x) button and observe.

Unable to keep focus on close(x) button.
Should be able to keep focus on close(x) button.

This is a non-regression issue, seen from M-61 series as close(x) button is introduced on 'Audit to perform' overlay from build # 61.0.3124.0

NOTE: This issue is also reproducible on M-64 Stable (build # 64.0.3282.168), M-65 Beta (build #65.0.3325.73) and M-66 Dev (build # 66.0.3346.8)

This is consistent with the rest of DevTools that maps 'close dialog' to `Esc` and removes the item from focus traversal.
