What steps will reproduce the problem?
(1)Sign into user ->Open Play store -> 'Google Play Terms of Service' window is seen -> click on 'Agree' button -> Play store is seen
(2)Now at Notifications observe play store updates are available ->wait for some time and the observe notification like '6 Updates are available' and collapse it-> now hover mouse on notification and observe for Tool tip
(Please refer Video and Screenshot)

Expected: Tool tip should be seen on hovering mouse pointer for Google play store updates such as  '6 Updates are available' Notifications
Actual: Instead Tool tip is seen missing

This is Non-Regression Issue seen from M-62

@khmel: Please confirm the Issue

Note : Issue is seen on M-63,M-64 and also on M-65
