What steps will reproduce the problem?
(1) Sign in to user -> go to chrome://settings page -> At 'Network' section click on Wi-Fi -> select Connected Wi-Fi network click on 'FORGET' 
(2)Now Page navigates to list of available Wi-Fi page in chrome://settings page->Now again connect to Wi-Fi network -> after network is connected , click on it and observe blink of 'Network out of range' Error message ->
 again click on 'FORGET' and again observe blink of 'Network out of range' Error message
(Please refer Video and Screenshot)
 
Expected: No such  blink of 'Network out of range' Error message should be seen
Actual: Instead blink of 'Network out of range' Error message is seen after clicking on 'FORGET' option for second time

This is a Regression issue as issue is working fine in M-64
