Non-Regression:Weird movement of orange reader focus is seen while Enable/disable On-screen keyboard in Ubertray

What steps will reproduce the problem?
(1)Recover Build >> In OOBE >> enable ChromeVox(spoken feedback)
(2)Go to Ubertray/Accessibility >> Enable/disable On-screen keyboard and Observe orange reader focus.

Actual: Weird movement of orange reader focus is seen on back button while Enable/disable On-screen keyboard in Ubertray
Expected: No such movements should be seen  while Enable/disable On-screen keyboard in Ubertray

This is a Non-Regression issue seen from M-64

Note: Issue is not seen in Linux,Windows OS

Weird movement of orange reader focus is seen on On-screen keyboard option when we continuously hit Enter key to Enable/disable On-screen keyboard in Ubertray.
Seems like similar issue.Hence,reopening the issue for confirmation.
