Hyphenation should support better language fallback behavior

Issue description

From  issue 813414 

On Android, when hyphenation is enabled (hyphens: auto), lang="de" works, but lang="de-DE" does not.

Hyphenation dictionary pick up should support better language fallback mechanism.
 
lang="de" doesn't even work for me on Android 7.1. The database is installed in the system (/system/usr/hyphen-data/) but Chrome doesn't use it. lang="en" is hyphenated just fine.
Oh, forgot to mention that Firefox can do this on the same device, of course. There are no other browser engines available for Android to compare with.
