Regression: Focus is seen chopped at lower end of toggle buttons in Accessibility Settings page of OOBE screen

Chrome Version:66.0.3352.0/10430.0.0 dev channel Daisy,
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build >>In OOBE screen,go to Accessibility Settings page >>Tab and observe the focus on toggle buttons

Actual:Focus is seen chopped at lower end of toggle buttons
Expected:  No such chopped focus should be seen.

This is a Regression issue as same is working fine in 66.0.3350.3/10427.0.0 dev

Note: Issue is not seen in Linux,Windows OS

Not reproducible anymore.
