Scrolling lags in some webpage

Issue description

Steps to reproduce the problem:
1. Launch the chrome browser in Android
2. Open the website, m.aoshu.com
3. Click the top-right menu, then scroll the page.

2. Open the website, m.cnr.cn
3. Scroll up and down

What is the expected behavior?
The scrolling is smooth.

What went wrong?
The scrolling lags.

Did this work before? N/A 

Chrome version: 64.0.3282.123  Channel: stable
OS Version: 8.0.0
Flash Version: 

Firefox works well.

Tested the issue in Android and able to reproduce the issue. Similar behavior is observed since Chrome #60.0.3072.0

Steps Followed:
1. Launched the Chrome Browser.
2. Navigate to the URL: m.aoshu.com
3. Tap on hamburger menu on top right of the screen.
4. Try to scroll across the page.
5. Observed that user is not able to scroll smoothly.

Chrome versions tested:
60.0.3072.0, 64.0.3282.137(Stable), 66.0.3352.3(Canary)

OS:
Android 8.1.0

Android Devices:
Pixel

This seems to be a Non-Regression issue as same behavior is seen since M60.  Untriaged for further input's on this issue.

1. This issue is not observed in Desktop.
2. Issue is not observed on FireFox mobile version.

This is a problem with pointer events and this page. The menu is a custom scroller and they are trying to prevent default page scrolling due to it.

It works correctly if touch-action: none is applied to the demo box.

It works correctly in FireFox because it hasn't enabled pointer events yet.
