Steps to reproduce the problem:
1. Normal browsing right after update
2. You tube video all low quality when on auto. pauses if set to 1080
3. 

What is the expected behavior?
no lag should happen when browsing any site and videos should be able to play on full screen 1080 with no lag

What went wrong?
I updated chrome version 5 min ago, relaunched and everything is lagging now. Restarted computer same issue. check with microsoft edge and no issues.
