When using a screen reader, input type date does not announce its label text when focused.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Create a labeled input type date: 
<input type="date" id="a">
<label for="a">Date!</label>

2. Focus the input when a screen reader is active.

What is the expected behavior?
The screen reader should announce the input's label.

What went wrong?
The screen reader does not announce the label and instead annouces the inner focused field, e.g. "mm stepper."

Able to reproduce this issue on Mac 10.13.3 using chrome latest stable #65.0.3325.146 and latest canary #67.0.3366.0. Issue is specific to OS-Mac.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
