can't inspect over adb

Chrome Version       : ToT (66.0.3353.0)
OS Version           : Linux, inspecting Android
URLs (if applicable) : chrome://inspect/#devices

What steps will reproduce the problem?
1. Click "inspect"

What is the expected result?
Devtools inspector appears

What happens instead of that?
The following message is displayed:

  404 Not Found The resource could not be found.

Please provide any additional information below. Attach a screenshot if
possible.

This seems to be the same case as  crbug.com/803988  with the 404 message.

If the Clank version is newer than the host desktop, we now show the 'inspect fallback' link.  It sounds like in this scenario, the Clank version (66.0.3353.0) is too new (not yet on Canary), and our uploader probably hasn't uploaded a frontend for it.

dgozman@ maybe we should update the condition in "src/chrome/browser/resources/inspect/inspect.js" to show the fallback option whenever the versions mismatch?

Starting with 66 (see  issue 803988 ), "inspect fallback" should help here. The workaround is to use newer desktop browser for inspection.
