More prominent highlighting when tabbing through elements in secondary UI in MacViews

What steps will reproduce the problem?
(1) Save a bookmark by tapping the star icon
(2) Hit "tab" several times to tab through all the different buttons

What is the expected result?
(3) There is a clear "highlight" animation when you are moving through elements, to make it visually clear which element you're currently focused on (e.g. see the little "bounce" highlight we do on Stable in the same situation today)

What happens instead?
(3) There's no animation, so it's a little flat/unclear which element is focused.

There are probably folks on the mac team interested in animating focus rings. It would be straightforward to do - the focus ring is already in a ui::layer, we just need to animate its gfx::Transform. But we don't do this in WebContents, which is probably a higher priority than secondary UI.
