"Enter" should interact with focused element in secondary UI

Issue description

Chrome Version: Stable
OS: Mac

What steps will reproduce the problem?
(1) Save a bookmark by tapping the star icon
(2) Hit "tab" twice to highlight the "Remove" button
(3) Hit Enter

What is the expected result?
(4) "Remove" is clicked, removing the bookmark

What happens instead?
(4) The default blue "Done" action is clicked, closing the bubble

WontFix - working as intended.

That is the design behavior on Mac. Space is used to activate the focused control, and enter is used to accept the default choice for a dialog, even if it's not currently focused. For example, open one of the System Settings panels, tab around until you find something button-like, and hit Enter - nothing happens, because the panel has no default button. If you go to a panel that does have a default button (e.g. System Preferences > Language & Region > Advanced - note how "OK" is blue there), hitting Enter dismisses the dialog even if you focus another control.
