On touchbar Macs, can't close menu when in VoiceOver using ESC

When I try to hit ESC to close a submenu while VoiceOver is on (e.g. the "Folder" submenu of the bookmark bubble), it doesn't do anything. This only happens on a touch bar; regular mac ESC key works fine.

spqchan, can you take a peek at this? I have no idea how the interplay between VoiceOver and the touchbar works, or if this works in other Mac apps.
