Add Talkback-enabled options for re-ordering language settings

Issue description

Chrome Version: for M66
OS: Android

Context in crbug.com/782375

In Talkback mode, add "Move up"/"Move down"/"Move to top" options in Language settings.

These options should only be visible in Talkback mode.

If there is only one language in list, options should not be available.

If more than one language in list, the top language should only have "Move down" and the bottom language should only have the other two options. Middle languages should have all 3.
 
Status: Fixed (was: Assigned)
The bug should be fixed in the next canary soon
"Move up"/"Move down"/"Move to top" options are now available under language settings when talkback mode is on and working as mentioned above. Verified on latest M66-66.0.3358.0 in Samsung Galaxy S6 Edge plus(SM-G928G)/NRD90M
