Time spent in different build steps is wrong

Issue description

See for example: https://luci-milo.appspot.com/buildbot/chromeos/coral-release/775

Build step 58 (HWTest [bvt-arc] [robo] HWTest [bvt-arc] [robo]) shows a time spent of 1m14s, but the timestamps in the log indicate that it actually last 3 hours

Aviv, could you help to find an owner for this? Bad timestamps (both in the summary of the build and in the actual logs written to stdout) make it more painful to debug.

This is a known limitation of buildbot display of parallel stages, that will never be addressed. New build UIs such as legoland will do a better job. https://cros-goldeneye.corp.google.com/chromeos/legoland/
