Issue descriptionA button in the Omnibox which shows up if the web page is a PWA and is not already installed, to trigger the modal install prompt. Button asset required (hwi).

As mentioned offline, I'm not sure this needs to be a V1 launch blocker, particularly if we can get to a point where this could be integrated with the existing ARC intent picker fairly soon. :)

Punting ambient badge. It isn't critical that users can easily install apps in this first release (since it doesn't harm the feature once actually using it).

Feedback from Chrome OS UI review is that we should talk to Chrome UI about possibly combining this with the bookmark button in some way. Removing M68 since this will probably take a little longer to evolve now.
