As mentioned offline, I'm not sure this needs to be a V1 launch blocker, particularly if we can get to a point where this could be integrated with the existing ARC intent picker fairly soon. :)

Reassigning to myself and targeting M67. The plan is to use the currently present ChromeOS intent picker, and insert desktop PWA items in it.

Punting ambient badge. It isn't critical that users can easily install apps in this first release (since it doesn't harm the feature once actually using it).

Feedback from Chrome OS UI review is that we should talk to Chrome UI about possibly combining this with the bookmark button in some way. Removing M68 since this will probably take a little longer to evolve now.
