Issue descriptionExample URL: https://www.sydsvenskan.se/ Steps to reproduce the problem: 1. Go to https://www.sydsvenskan.se/ 2. Chrome should detect as a foreign language and offer a translation. Retested the issue on the build 64.0.3282.112 beta & 65.0.3325.93 beta. tested on iPhone(10.3.3), iPhone x(11.2.6) translation info-bar is displayed for "https://www.sydsvenskan.se/"

Interesting. Works for me on the iPhone as well. Problem seems to be with the iPad. Seems to be a different layout that is triggered on the iPad.

I could not repro on 70.0.3538.61 for the following devices and simulators: - iPhone X 11.2.6 - iPhone X 11.4.1 - iPhone X 12.0 - iPhone X 12.0.1 Can you double check with a fresh install?
