Able to reproduce this issue on reported version 66.0.3352.0 and latest canary 66.0.3353.0 using Mac 10.13.3, Ubuntu 14.04 and Windows 10. i.e; Unwanted scaling is seen near edges of SVG. This issue is seen from M-60. Hence considering this issue as Non-Regression and marking as Untriaged. Thanks!

Appears to be caused by the repeat (setting no-repeat on the background makes it look better/as expected), so looks like a dupe of issue 792861. |
