Browser flashes black after device scale factor change and resize

Issue description

OS: Windows 10
Chrome version: Canary 66.0.3352.0
Enabled features: VizDisplayCompositor

1) Right click on desktop, choose "Display settings", change the device scale ("Change the size of text, ..." )

2) Resize Chrome

The whole browser flashes black. Sometimes after device scale factor change (before you resize) the whole browser goes black and it takes a few seconds to recover.

This happens because of surface invariant violation from the ui::Compositor. The black flash is the display compositor getting destroyed and recreated.

fsamuel is working on this. A CHECK was added in ClientLayerTreeFrameSink so this should now actually crash the browser.

I believe this was fixed by the work in https://crbug.com/821987 to improve aura LocalSurfaceId allocation. I don't see crashes anymore.
