Payment sheet allows payment with missing country in address

On Chrome Desktop, if you have information previously filled out with a missing country (or other fields) .. the payment sheet will still allow you to pay - and we end up with "There was an error processing your order. Please try again."

To add an address without a country:
Settings > Advanced > Autofill settings > Add (add address without country)

The countryless address will show up as a valid billing address option.

The underlying cause could be the same as for  issue 814850 .
