Switching windows with Alt-Tab when on-screen keyboard is open does not work

Issue description

Chrome Version: 64.0.3282.144
Chrome OS Version: 10176.68.0 (Official Build) stable-channel link
Chrome OS Platform: Chromebook Pixel
Network info: Wifi

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Enable on-screen keyboard (OSK)
(2) focus an input field
(3) try to switch window with Alt+Tab
(4) Window does not switch

Expected Result: Window switches and if input field in focused window is not selected, the OSK disappears

Actual Result: Locked into currently focused window, cannot change windows with Alt+tab

How frequently does this problem reproduce? Always

What is the impact to the user, and is there a workaround? If so, what is
it?

Cannot easily operate without a mouse. Accessibility concern for those who want/need keyboard control to navigate their system.

Workaround is to defocus the input field with Escape, except this does not work in the URL field. However, in the URL field. In that case, you must hit Esc once, then Alt-Tab two times to switch window.

Please provide any additional information below. Attach a screen shot or
log if possible.

IIRC, this was known/intentional limitation. +omri in case we want to change now.
Status: WontFix (was: Unconfirmed)
This is intentional. For touch we have overview and just double tapping that will switch windows.
