Restore tab fail when the Current Tabs/Last Tabs file file size exceeded 137KB

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Open a lot of tabs until the Current Tabs file file size exceeded 137KB
2. Crash and relaunch Chrome
3. Click the restore from previous crash button in popup window

What is the expected behavior?
All the opened tabs are to be restored.

What went wrong?
Only less than 0.5% of all opened tabs are restored

Did this work before? No 

Chrome version: 63.0.3239.132  Channel: stable
OS Version: 6.3
Flash Version: N/A

Please also think about how to make chrome crash less frequent when opening a lot of tabs

@Reporter: Could you please detail us on point no.1 in comment#0, what exactly that "current tabs file size exceeded 137KB" mean?. It would be highly helpful if provided with any additional information which helps to triage the issue in a better way.

I mean the current tabs file in home\AppData\Local\Google\Chrome\User Data\Default/ for Windows

Can you reproduce the problem in Chrome Canary? I've tried opening about 100 new tabs so "Current Tabs" file was 500kB and Chrome correctly restored the session after a crash.

*Ah sorry 137KB is the file size after the crash. If go by the figure that only less than 0.5% of all tabs are restored then the original file size could be over 30MB before the crash occured

Unable to reproduce the issue on reported chrome version on 63.0.3239.132 and latest chrome stable 67.0.3396.62 using Windows 7. As we are able to see all tabs are loading without crashing.Attaching screencast for reference.

@Reporter: As we are unable to reproduce the issue from our end.Could you please upgrade your chrome browser and let us if the issue still persists.
