[signin] Should we revoke tokens when the profile is destroyed?

Issue description

When the profile is destroyed, I think we don't currently revoke the tokens.

There are many cases where this is not possible (i.e. the user is uninstalling Chrome, ...).
However in some cases it would be possible, in particular when the profile destruction is caused by a signout event (for Dasher accounts).
