OS: Windows 10(Touch device) 

What steps will reproduce the problem?
(1) Launch chrome,open NTP and Press Ctrl+s to save page.
(2) Tap/Touch on arrow icon of download bar and observe.

Actual: Context menu of download bar seems misplaced after tapping on arrow icon.

Expected: Context menu of download bar should misplaced after tapping on arrow icon.

This is a non-regression issue, seen from 'M60'(60.0.3072.0)

Note:
1. Issue is also seen on M-65 Beta (build # 65.0.3325.88), M-66 Dev (build #66.0.3346.8) and Canary (build #66.0.3352.0)
2. Issue is not seen Mac(10.12.6,10.13.1,10.13.4) and Linux(14.04 LTS OS.
