Regression: Unnecessary browser navigates to settings page after clicking 'App info' option of 'YouTube' app.

Issue description

Chrome Version: 66.0.3352.0 Revision db148559378834dcddbc7066d6f899b5e227d426-refs/heads/master@{#538313}(32/64 bit)
OS: Windows(7,8,8.1,10),Linux(14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://apps page.
(2) Right clcik on 'YouTube' app and select App info option, Observe

Actual: Unnecessary browser navigates to chrome://settings/content/siteDetails page after clicking App info option.

Expected: Browser should not navigate to chrome://settings/content/siteDetails page.

This is a regression issue, broken in 'M66' providing bisect using bisect-per-revision:

Good Build: 66.0.3344.0(Revision:535593)
Bad Build:  66.0.3345.0(Revision:536026)

You are probably looking for a change made after 536013(known good), but no later than 536014(first known bad).

This behaviour is intentional. I suspect it's viewed as erroneous due to the link between App Info and Site Settings being unintuitive.
