What steps will reproduce the problem?
1. Launch chrome, navigate to above URL and press CMD + P keys to open Print Preview.
2. Select any Printer as ‘Destination’
3. Observe the value in ‘Scale’ text field. 

Actual Result : ’Scale’ text box appears empty when ‘Fit to Page’ option is checked.

Expected Result : ’Scale’ text box should show current scaling value even if ‘Fit to Page’ option is checked.

This is a regression issue broken in ‘M-62’ and providing the bisect using ‘per-revision’ script:
Good build : 62.0.3181.0 (Revision : 493198)
Bad build : 62.0.3182.0 (Revision : 493619)

You are probably looking for a change made after 493242 (known good), but no later than 493243 (first known bad).

1. Able to reproduce issue on Canary #66.0.3352.0, Beta #65.0.3325.88 and Dev #66.0.3346.8 builds.
2. Issue can be reproduces with following printer Destinations :
-HP Universal Printing PCL 6
-Microsoft XPS Document Writer
-HP Laser Jet Professionals
-FAX
-Google Drive Cloud Printer
