Don't shorten links shown at the bottom when hovering over link

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Steps to reproduce the problem:
1. Hover over a text element that is linked to a very long link
2. Take note how the link is first shown in a shortened form at the bottom of the screen
3. Wait for a few more seconds for the link to show in its long form

What is the expected behavior?
I expect to directly see the complete link.

What went wrong?
Instead I am first presented with the shortened form that hides important information from the link. 

I need to wait until the long link form becomes visible to derive information from it.

Did this work before? N/A 

Chrome version: 64.0.3282.167  Channel: stable
OS Version: Fedora 27
Flash Version: Shockwave Flash 28.0 r0

Directly having the long link format is useful as it tells you all you need to know and gives you context.

Attaching a screencast example. 

In this example I received an email from Reddit. 

The shortened link doesn't tell me anything. 

I need to wait for the long link to appear to know from which thread and subreddit it came.

orschiro@ Thanks for the issue.

Able to reproduce the issue on Windows 10, Mac OS 10.12.6 and Ubuntu 14.04 on the latest Canary 66.0.3352.0 and Stable 64.0.3282.186.

On hovering on any link which is long, can first observe the shorter link at the bottom of the screen and after few seconds,the complete link is displayed.
Attached is the screen cast for reference.

This is a Non-Regression issue as this behavior is observed from M60 Chrome builds. 
Hence marking this as Untriaged for further updates from Dev.
