Regression: Image icon is seen missing at the bottom of Set Wallpaper overlay

Chrome Version: 66.0.3350.3/10427.0.0 dev-channel Daisy, Reks and Kip
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> After syncing, Open Set Wallpaper overlay and observe

Actual: Image icon is seen missing at the bottom of Set Wallpaper overlay
Expected: Image icon should be seen

This is a Regression issue as same is working fine in 65.0.3325.89/10323.39.0 beta

NOTE: Issue is not seen in Windows and Linux
      Issue is seen for the first time sign-in and first Set wallpaper overlay

cros: Fix missing thumbnail regression

The original issue ( crbug.com/792829 ) was fixed. But a later CL
introduced the regression.

This CL fixes the regression.
