What steps will reproduce the problem?
(1) Launch Chrome, navigate to the above test URL.
(2) Mouse hover over the area just below the omnibox to display the audio player overlay.
(3) Click on the play button and observe.
  
Actual Result: The audio does not play and the slider appears stuck.
Expected Result: The audio should play and slider should show the progress.

This is regression issue broken in ‘M-65’ and providing the bisect using per-revision bisect,
Good build: 65.0.3305.0 (Revision: 526189)
Bad build: 65.0.3306.0 (Revision: 526248)

You are probably looking for a change made after 526240 (known good), but no later than 526241 (first known bad).
