Regression found in ChromiumWebRTCFYI/chromium-webrtc-trunk-tot-rel-mac/browser_tests/audio_PCMU/receive_rate and this CL landed when the regression started:

Not sure if it is related but filing a bug just in case.

That change only affects code that isn't be used anywhere, so I don't think it's the culprit here.

The change looks more like a recovery from an earlier (also unexplained) change in behavior. No action.
