Regression: Unwanted bubble top is seen for the Uninstall or Remove from chrome Dialog box of any app

Chrome Version: 66.0.3350.3/10427.0.0 dev-channel Daisy, Reks and Kip
OS: Chrome OS
What steps will reproduce the problem?
(1)Sign-in to user>> Click on App launcher>> Right-click on any app for context menu and Click on Uninstall or Remove from chrome and observe the dialog box

Expected: No bubble top should be seen
Actual: Unwanted bubble top is seen. If it's intended it should be seen near that particular app

This is a Regression issue as same is working fine in M64 stable- 64.0.3282.167/10176.72.0

NOTE: Issue is not seen in Linux and Windows 
      Issue is seen on M65 beta also
