Require confirmation to change production during an outage

It would be helpful to alert infra devs attempting to change production during an outage. Something equivalent to a tree status app that tools like gae.py can query when someone is uploading new versions of apps, for example.

is the proposal to have a gate per service, or service group (like all swarmings)?

I don't actually think this is worth doing. People should watch chat when making prod changes and I think they usually do, this was just a one-off.
