Download started without storage permission

From "Settings > About Chrome"
Application version:canary 66.0.3350.0
Operating system:8.1

URLs (if applicable):any

Steps to reproduce:
(1)install chrome (it must be in "fresh" state without data)
(2)open chrome without net connection
(3)open any url
(4)click "download when online"
(5)press back button - you see "WAITING FOR CONNECTION" although function was not scheduled
(6)refresh page
(7) click "download when online"
(8)click CONTINUE in window "Chrome needs storage access..."
(9)don't grant permission - you see "WAITING FOR CONNECTION" although function was not scheduled

Somehow observing the same behaviour as mentioned in the original comment using #66.0.3350.0 on Android Pixel 8.1.
